Terms of Service

Last updated: 22 May 2026

These Terms of Service ("Terms") govern your use of the Council mobile application and related services (the "Service") provided by Council ("Council", "we", "us"). By creating an account or otherwise using the Service, you agree to these Terms. If you do not agree, do not use the Service.

1. Eligibility and accounts

You must be at least 13 years old (or the minimum age required in your country) to use the Service. You are responsible for safeguarding your account credentials and for any activity that occurs under your account. Notify us promptly of any unauthorised access.

2. AI-generated content — not professional advice

Council provides responses generated by artificial intelligence in the persona of various advisors. These responses are produced automatically and are provided for informational and entertainment purposes only. They are not, and must not be relied upon as, professional advice of any kind, including legal, financial, medical, mental health, tax, accounting, or other professional advice.

AI responses may be inaccurate, incomplete, biased, or misleading. Always seek the advice of a qualified professional regarding any decision that materially affects your health, finances, legal position, or wellbeing. Council is not a substitute for human judgement and is not a crisis or emergency service — if you are in crisis, contact your local emergency services or a qualified professional.

3. Acceptable use

You agree not to:

We may suspend or terminate accounts that violate these rules.

4. Your content

You retain ownership of the messages and other content you submit to the Service ("Your Content"). You grant Council a worldwide, non-exclusive, royalty-free licence to host, store, process, and transmit Your Content solely to operate, secure, and improve the Service. You are responsible for Your Content and confirm that you have the rights necessary to submit it.

5. Service availability and changes

We may modify, suspend, or discontinue any part of the Service at any time, with or without notice. We are not liable to you or any third party for any modification, suspension, or discontinuation of the Service.

6. Third-party services

The Service depends on third-party providers (including those listed in our Privacy Policy). We are not responsible for the availability, performance, or content of third-party services, and your use of them may be subject to their own terms.

7. Termination

You may stop using the Service and request deletion of your account at any time by contacting us at the address below. We may suspend or terminate your access to the Service at our discretion, including for breach of these Terms. Sections that by their nature should survive termination (including disclaimers, limitations of liability, and governing law) will survive.

8. Disclaimer of warranties

THE SERVICE IS PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS, WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WITHOUT LIMITATION ANY IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, NON-INFRINGEMENT, ACCURACY, OR UNINTERRUPTED OPERATION. WITHOUT LIMITING THE FOREGOING, WE DO NOT WARRANT THAT AI-GENERATED CONTENT IS ACCURATE, RELIABLE, OR SUITABLE FOR ANY PARTICULAR PURPOSE.

9. Limitation of liability

TO THE MAXIMUM EXTENT PERMITTED BY LAW, COUNCIL AND ITS OFFICERS, EMPLOYEES, AND AGENTS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS, REVENUE, DATA, OR GOODWILL, ARISING OUT OF OR IN CONNECTION WITH YOUR USE OF THE SERVICE, WHETHER BASED ON CONTRACT, TORT, OR ANY OTHER LEGAL THEORY, AND WHETHER OR NOT WE HAVE BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. OUR TOTAL CUMULATIVE LIABILITY FOR ALL CLAIMS RELATING TO THE SERVICE WILL NOT EXCEED THE GREATER OF (A) THE AMOUNTS YOU HAVE PAID TO COUNCIL IN THE TWELVE MONTHS PRECEDING THE CLAIM, OR (B) FIFTY POUNDS STERLING (£50). Nothing in these Terms excludes or limits any liability that cannot lawfully be excluded or limited.

10. Indemnity

You agree to indemnify and hold Council harmless from any claims, damages, liabilities, and expenses (including reasonable legal fees) arising out of your use of the Service or your breach of these Terms, to the extent permitted by applicable law.

11. Governing law and jurisdiction

These Terms are governed by the laws of England and Wales, without regard to its conflict of laws principles. You and Council agree to submit to the exclusive jurisdiction of the courts of England and Wales for any dispute arising out of or relating to these Terms or the Service, subject to any mandatory consumer protections available to you in your country of residence.

12. Changes to these Terms

We may update these Terms from time to time. When we do, we will revise the "Last updated" date above. Material changes will be communicated through the Service or by email. Continued use of the Service after changes take effect constitutes acceptance of the updated Terms.
